A world renounced company statcounter was affected by paypal recently. They made double billing to their customer. Then paypal didnt give the log sheet of whom payed and all these stuffs went on for a month. There was no support from paypal. So paypal is not a safe place to use as of now.
I have also heared that they suspend your account if your ip address is same that of a hacker. For this what can you do...????. They have such a poor security measures. A lot of people have been affected by this.
Create a clever password that contains numbers and letters and don't share the info with anybody. You'll be fine. I've had a PayPal account for about 5 years. I use it several times a week to receive funds and make payments; never had a problem.

I had someone from over seas try to wire money through western union using my paypal information (which I didnt give). Luckily my bank caught this before it happened otherwise they would have stolen (or attempted to) several $1000's of dollars. In reality, they would have only gotten about $100.
Be as cautious as you would with everything else on the internet.
