I want to create a database driven website. is there an easy way to do this without programming skills?

Drupal - is pretty interesting
Joomla - also very popular
None of them need developing experience

Whichever software you use you are going to have to go about it in a logical way. What do you want the website to achieve ? What do you want the database for ?

alternatively you could google a premade one ie a template. search for things like
mdb template
simple database template access
access database template download
im sure some thing will come up

Though you really need some experience in developing if you go with this one.
